Description: Cadman Community Park, 4280 Avati Dr, San Diego, CA 92117. Homeless vehicle, vehicle hasn't moved since middle of June. The vehicle has a dead battery and is not functioning according to the homeless man living in the vehicle with his dog. Signs posted state no overnight parking, no camping are ignored. Bathrooms are closed on weekends and after 3pm during the week days, homeless man is defacating in the bushes.
