Description:Dogs: Neighbor is unable to keep dogs on their property, they constantly get out by leaning against fence or coming out from sides of the fence. They roam alley and run along sidewalks and middle of the street. Larger dog barks and lunges at people and was almost hit by a car in Wightman Street. They also deficate all over the place, this has happened on multiple occasions. Owners live at 3762 36th Street (rear unit as shown in last photo). Please report to city or animal control.
