Description:Illegal fence across prescriptive public right of way, which may be on public and/or public property. This access has been established for over 50 years (as long as I have lived in this neighborhood) without any action by the City or adjacent private property owners. Fence cuts off pedestrian access from cul-de-sac. This forces is onto La Jolla Blvd. Vehicles have always been disallowed by stantions, which expressly allow ped & bike access, which has just now been taken away by this fence,
