Description:Harbor Dr. lights stay Red (both directions) even when there is no tarffic on Liberator Way. This impedes the already congested traffic on N. Harbor Dr, leading to delays and frustration for people travelling to/from the Airport. Make the light more responsive and adaptive to traffic, rather than a fixed time. Same for Intersection at Lindberg Field Way
